I could be wrong, but I think that is too keep the head evacuated of any leaking gas fumes. I think its a primitive form of the current PCV in cars. This vavle allows the intake to suck any fumes from the crankcase that might leak past the rings. These tractors dont have the one way pcv valves like current cars, But instead It's probably just a tube, But I'm sure it serves the same function. Someone please corerect me if I'm wrong.
