You have 2 problems. If you close the valve at the sediment bowl gas should not leak from the tank. Replace or repair the sediment bowl. Secondly, the float valve can leak around the seat even if the needle / seat fit is good. Remove the seat from the carb and re-install it with some sealant to prevent leakage around the seat. This is probably a more common problem than leaking seats themselves.
