If early 80's to mid-90's, you have to pull the steering wheel, the lock plate beneath the steering wheel, and then get the turnsignal switch out of the way, all to expose a screw that engages with the slot in the bottom of the lock cylinder, preventing it from pulling out.

After the screw is removed, the cylinder pulls right out.

Later ones are different.
