Make sure you have voltage at the coil. With the points open you should have voltage on both small terminals when the ignition switch is in the on position. Use a volt meter or test lite.
Clean those points with some 320 wet or dry and then use a cotton swab dipped in alcohol and clean them several times. Make sure the point gap is at .020". Then see if tractor will start.
