Brian, test is to disconnect the fuel line from the fuel tank at the inlet to the fuel filters. If the fuel does not flow at the full of the supply line then there is a problem at the outlet of the fuel tank. Blowing compressed air in the supply line will fix the problem for a short time but only solution is to drain tank and take the outlets out of the bottom.

My brother found the remains of a lady bug in his 684's fuel tank that was causing his grief.
