Did your 400 have power steering before? Usually the 400 either had a priorty flow diverter built into the first block of the hydraulic valve setup or had a separate power steering pump. If you are just adding power steering to a unit that never had it before you will either have to install a power steering pump or connect a priority flow control valve in series with the live power pump. Look for a priority flow splitter or divider similar to the Brand flow splitter that allows you to adjust the amount of oil that you split off for the PS or look for a used valve setup for a 400 or 450 that has the factory PS control valve on it.
