Avery, you didn't say which modle tractor you have, that might help. You probibly have a screen at the input of the carburetor. What looks like an elbow is actually a screen and is available from Case/IH dealer. If this is bad it could be your problem. I wouldn't blow into the carburetor, but maybe suck gently some way(remember your dealing with gasoline so dont use a shop vac) and/or wipe out with a Q-top wetted with alcohol. You shouldn't have to clean the screen in the sediment ever. Surely not more than every 10 years. If you do then you have a problem you need to fix. I found a tank full of sand recently causing me grief. Suspect this was left over from sandblasting. I put a gallon or two of water in the tank and rocked the tractor back and forth as hard as I could by hand to get the water to slosh around behind the baffle(On my BN) in the tank. I did this several times then dried it out and filled with gas and dry gas. That solved my problem. My tank was shiny inside, If you have rust you'll need to deal with that a different way. Dave.
