You are aware that the 3pt hitch does not provide down pressure on IH tractors, correct? By the wording of your post, though, I would presume you mean the hydraulic remotes. These are located under the seat, and aren't too bad to work on once you get them out. The seals/orings are probably worn and need replacing.
