If it was stuck and he got it freed up and running without doing anything to the sleeves or rings, there's a good chance the sleeves are rust-pitted enough that it's pushing oil past the rings. Most likely it'll need a set of sleeves and rings and probably a valve job while you're at it to run good.

By the way, if all he did was get it running and squirt new paint on it, it doesn't really qualify as a "restored" tractor.
