If the clutch was stuck ENGAGED, the tractor would try to move if you turned the engine over. More than likely, the clutch is stuck DISengaged, which is unusual, but not unheard of I suppose. DO NOT run the engine with no hydraulic oil in the tractor! You're just asking for an even more expensive repair bill because you're going to burn up the hydraulic pumps. The clutch is mechanical, not hydraulic. You will probably need to split the tractor in half to find out what's wrong.
