Does the tractor run only at rated speed? Does the control rod enter the governor tube on the left or right (from operator seat)? If this is left, then this tractor is only governed at full throttle ~1100rpm. Below this, the speed lever works like an automotive gas pedal. Very sensitive too, a slight adjustment may go from stop to full throttle (governed). I believe this should be the case for a '28 (my two are this way). The fully goverened versions enter the back of the governer housing on the right. If this is true (some were farmer modified to do this) - then steelfronts is right on - gummed up or governor with broken springs. Both cases could also have a sticky throttle plate / control rod. On right side of engine. HTH kevin
