Just because you have Volts at the starter doesn't mean you have Amps at the starter. Had a similar situation with mine... 12V at the starter, but no start. Ran jumper cables from another tractor, and it'd start. Put in a new battery, no start. You can jump the tractor with 12V if you don't leave it connected for long. Make sure you get + to + and - to -, because Hs are usually + to the frame of the tractor and - to the starter motor (positive ground). If the tractor starts with the jump, it's either the cables or the battery. Check the cable connections to make sure they are clean, shiney, and TIGHT. Check the cable ends too, if they're the clamp-on replacement type.
