The balls are a standard bearing part. I think they are 5/8" diameter and are pretty cheap like about 25 cents each. You need 3/brake. A good hardware store, your Case IH dealer, a bearing supplier, most other brand of tractor dealers has them too. In the 50's, the double disc Lambert brake was used by a lot of tractor companies. You and the rest of us know what a PITA they are for reliability. Now pity the poor sap who bought some brand of British sport car with those same brakes, as they were also used in some expensive cars.
