Over here, fenders, roll bar, and lights are required to pass inspection (along with brakes, good tires, etc)before you get plates (required). Over 25 HP has to have brake lights and a reverse light/alarm. The fenders on most of them are reinforced as a passenger seat. Works well until you get a drunk passenger. There's a guy in our little town that has a stub where his knee used to be because he was slipping off the back of the fender and stepped on the tire to push himself up. The tractor zooming along at 15-20 mph and minimal clearance between the tread and fender fixed him right up. I go for the fenders because it seems that when I need to use the tractor, the weather is nasty and I can also take two dogs with me.
