F-14 Starting

OK,got a F-14 this morning.couple of questions.First,theres a lever below the steering wheel that goes up to the mag,what is it,advance?Which way should it be when starting,left or right?(As if you were sitting on the tractor)Second,Ive got gas to the carb and suspect that since it wont start,not getting fire.How can I check to see.BTW,I have to pull it off since I dont have a hand crank for it.Thanx!!RB
