Probably run by old timers who are still of the attitude that "new fangled" telephones and emails are secondary forms of communication. If you call or email, you're not really serious about buying, therefore you're not worth their time. You'd come in person if you were really serious.

What really gets me is that people from that same era are the ones that complain the loudest, and some of them are people who used to run their businesses like that!
