Question 1 - I've never seen one come with a "wear ring". I think you are looking for what I call a Speedi-Sleeve. Check with a machine shop, they should be able to order one to fit over your crank pulley. Chicago Rawhide used to sell them for one, I think there are others too. You can also replace the pulley with a new one. Question 2 - I always put them in with the convex side out. I guess it's outside = ( I use a little gasket sealer on them and then tap it to expand it until it's tight. I don't know if it's the right way, but it seemed to work for me. By the way, only one is a "freeze plug". The other is at the rear end of the camshaft.
