Hi Thumbanger , I don't know if that's the problem . But the packing needs to be there to keep out dirt at the least . The remote valve was an option used to run a rear cylinder for a plow or disc from the belly pump . It didn't make the belly pump or the cylinder a two way so the valve in the cap was to let air into and out of the belly pump reservour as the cylinder filled and emptied . That's why the packing needs to be in there . That's about all I can tell you . ...Randy
