This sounds all to familiar to me, I had a 560 years ago and when that happened the PTO was usually toast. Can you stop the PTO from turning by holding forward on PTO lever? If so make the adjustment in lever linkage as WI cowman suggests. That adjustment and forward notch on lever is the brake for the PTO. That failing you might try clutch pack adjustment within the PTO. Do you know which type of PTO your 560 has? There were two, both looked very much alike on the outside. There was a change mid way in production, I don't know the serial number at change. With the early models the PTO had to be removed from tractor for PTO clutch pack adjustment. On late model tractors clutch pack adjustment was done through a 1.5" round hole in top of PTO. You should have the proper manual and try clutch pack adjustment. You could have clutch pack adjusted too strong, thus it is over powering the brake. Fair warning though, they do the same when the unit is toast. I had my 560 for 17 years never got the clutch pack over adjusted, but I did rebuilt it every couple of years. Bear in mind my 560 was turning 90 hp all those years. 1954 to 1963 were the years of IPTO evolution, IH didn't get it right until 06 series tractors in my opinion.
