Most likely the strainer in the carb fuel inlet is partially plugged. Or possibly the carb float is hanging up. Remove the drain plug at the bottom of the carb bowl. Then open the shutoff at the sediment bulb. A good working carburetor will flow a solid, continuous stream of gas out of the bowl drain. But if gas just dribbles out of the drain, remove and clean the inlet screen (it's behind the fuel line inlet fitting). If the inlet screen is OK, drop the carb float bowl and be looking for a sticky float or junk caught in the float valve.
