Well first off in-line fuel filters and gravity flow fuel system just PLAIN don't work unless the filter is made for a non fuel pump type system. So half your problem is probably the in-line filter you put on. As far as the sediment bowl its like Allan says its normal for it to do that if the carb is full of gas the the float is holding the needle closed. This that I'm going to tell you is a true story. Guy up the road called me this summer with that same type problem you have. He had an in-line fuel filter on his B. I got there looked at it and removed the filter and threw it on the back of my truck. His tractor has run just great ever since. Easies 12 pack I have ever got.
