What you are describing is perfectly normal. I observe the same thing whenever I remove and clean that glass bowl. I guess you could say there is sort of an airlock, but it really isn't. It's just that the carburetor fuel bowl is full, the float is holding the needle valve closed, and there is no place for any gasoline to go. If you were to remove the drain plug, or open the fuel drain petcock on the carb, you would have immediate fuel flow, and the sediment bowl would fill up.
