Rust Collector may be on to the problem. We need to know what has been done to it, when did it start this action, and what have you tried. Does it respond to the governor when letting out the clutch in 3rd gear. Does it slow back down when the lever is pushed all the way slow. Most letter series and X00 X50 series IH/Farmall tractors have a dead zone at the first 1/4 throttle above idle. It is not an isue, it is just the nature of the beast. When at full (throttle lever) position, the governor actuating arm needs to be against its stop. If this is tha way it works on the outside, the issue is in the linkage in the tube, or a broken govenor part. Do not operate this unit without fixing it. JimN
