With eather polarity jumpers to the chassis, and to the terminal of the starter motor will spin the engine. If it does not, thse acbles, or battery, or connections are bad. There is no other possibility, Starter motore are series wound (mostly) and run only one way. If connected (proper polarity this time)to the battery side of the big starting switch, you can then start it with the big pushbutton. If it does not the Jump battery, or cables are toast. The jumper cables need to be #2 stranded copper or better. Number 10 wire with a fat plastic insulator is just disguised lamp cord and will not do any starting task (ever) They can be used to charge a low battery from a running vehicle, but not start it.
