There should be THREE levers. One is the governor control (throttle). The other two are for the Touch Control hydraulics. Look closely at the "box in front of the battery." Notice that it has arms sticking out of it that look like they rotate? That is the Touch Control unit. It is for lifting and lowering implements like plows, or cultivators. The levers make the arms rock back and forth. If they don't, and it sounds like they don't, you've got a serious problem with the hydraulics that will need to be repaired. Don't take this the wrong way, but I would not touch that tractor again until I've done a LOT of reading if I were you. This is for your safety, and to prevent damaging the tractor (repairs are expensive).
