Likely yes. It basically means there's a significant point of restriction. Two forms of that either a blockage in the oil system somewhere, probably in the main line, or else the bearing clearances are so tight the oil cannot "leak" out around them. The first one is bad because the engine is starving for flow. The second one is bad because the engine is also starving for flow, which can lead to a seized and spun bearing. The last possibility is that there's something wrong with the oil pressure relief...that's the simplest to fix, usually, and where I'd start. However, IMHO it is worthwhile after spending time and money on this to "get it right" otherwise you may end up doing it again...
