So when he purchased it, it was brand new and had never been owned by anyone else? If so, do you know how long it sat on the lot? I had read somewhere that tractors that used to sit outside on dealer lots would tend to have the decals fade. Because of this, IH released a package of decals that had red backgrounds and were not translucent. The dealer would then cover up the old decal so the buyer couldn't tell it had sat outside for a long time. Another possibility is that it needed to be touched up or repainted, and that set was the only one available at the dealer, and they didn't want to order a different set. Only the tractors with the TA deleted were supposed to get the sticker. Its hard to say what transpired to give you that one.
