Jay - On an open center system, if there's more than one control valve, supply oil passes thru the open center of each valve that's in neutral (centered) position until it gets directed out to cylinder by the first valve in the series that's NOT in neutral. The upstream valve(s) "see" the full pressure of the pump simply pass but simply it on to the next valve(s) downstream. Now if the control valves on your tractor have ported pistons (ie. do not have symmetrical, spool-type pistons), installing a piston rotated 90 deg from where it should be could indeed dead-head the pump when the valve is in neutral. First thing I'd do is recheck how the control valves are assembled!
