cold water temp.

I've got a '49H that I use for light duty around the yard. My old temp gauge didn't work so I bought a new one and put it in and it also doesn't come off of cold. After plowing snow for about an hour, I took off the radiator cap and stuck my finger in the water and it was cold. I would like to believe that it should at least heat up to operating temp, any suggestions on where I should start looking or replacing. Thanks in advance and thanks for all the other messages, I'm new to tractors and I'm really learning alot off of this web site.
