If you checked the glow plugs out of the injector housings, they should become red hot in about 20 seconds after applying 12 volts. When checking installed, disconnect 5 of them and then watch the meter as you energize them. Do the same to the other five. The meter will not move very far but it should be equal for all six. This will also check the wires and connections. 460 Diesels are noted for hard starting when cool. The shorter piston stroke as compared to the 560s accounts for much of this. IH also changed the valve recession specs causing further lowering of compression. When rebuilding a head for the 460 I always have the recession set to as close to .003 as I can get rather than the later .045.
