Not sure on that model, but if it does not have live hydraulics then the pump could be on the transmission side of the clutch. which means no hydraulic pressure unless the clutch is engaged. The non-live hydraulics should work in neutral as well with the clutch engaged. I sort of thought that model had live hydraulics though. Live hydraulics means the hydraulics are driven off the engine and do not depend on the clutch to operate.
