I have B&S 23 engine on a 31" Toro Whirlwind mower. The points are mounted externally on the engine are set at .020". Be sure to clean them with some 320 wet or dry until shiny, then take a cotton swab dipped in alcohol to clean them again.
Install a new sparkplug too. The amature coil is beneath the flywheel and I wouldn't pull that until you clean the points and try starting the engine. You may want to pull the fan shroud and make sure there's no dirt in that area to restrict the cooling air. Here's a picture of that Toro mower. Hal
PS: You can mount a generator on the engine as a starter/generator. I use my tractor to start mine.
