There may be a tiny bit of rust from the line stuck on a check ball in the pump or the needle valve in the carb might be stuck closed with gum. If that is the case undo the line going into carb and spray carb cleaner in the hole. light taps on the side of the carb should then free it. To check the fuel flow, take out all the spark plugs (make sure mag is turned off), undo the line at the carb and crank it over fast. Gas should come out the line.
