On my F-12 I had a similar probelm of no fuel to the carb. It ended up that the diaphram was good, but that the "out" valve on the fuel pump was not sealing anymore. So the fuel would go up the line part way than leak back into the fuel pump. So if the line is not plugged it may also be those two spring valves in the pump.
