The weights do just the opposite, that is, they are constantly trying to idle the engine. The most common trouble with reving is a worn thrust bearing Riding between the weights is a spacer about an inch long. Then there should be a three piece thrust bearing. If that bearing is gone, or any part of it, you're going to have trouble.
