Looked up the MNDOT web site. Found information regarding Farmer Mowing of highway right-of-way at http://www.dot.state.mn.us/maint/files/Maint_Manual/CH5.pdf. According to the State of Minnesota it is not illegal to harvest hay from the right of way of a highway but may be a misdemeanor if bales are left, equipment is left, or damage is done to the right of way. This does not apply to the Interstate system where it is prohibited unless the District manager deems it of sufficient interest and then it is bid out. Some Counties and Townships may impose other requirements so best to check with the appropriate people. As a rule of thumb here in the southwestern MN area you, the property owner are responsible for the ditch up to the shoulder of the road and maintain the vegetation as you see fit including baling. Know of several people who bale it for their horses without problems. If nothing else sell it to the cattle or goat people.
