I don't know that machine but I know almost all mowers from around 1967 up do have safety switches on them and if just one goes bad they will not run So yes you need to look at them to see if thats the problem. I know one we have has 3 of them. One if the clutch brake and it will not start with out the pedel down, 2 is in the deck area and 3 is the seat switch. Not sure if that cub would have any or all of them but most likely it does have one or more
