Cub Magneto timing

I have a 48 Cub,with a magneto.This is my forth Farmall,but the first with a mag,so I'm unfimiliar with it.I pulled the rotor button off and the plate,then filed and gapped the points,but I can't get it timed.I'm to understand that the pinion that drives the rotor has a timing mark on it,and so does the rotor.Does this mean that when No 1 is at TDC,THAT THIS MARK ON THE ROTOR DRIVE SHOULD BE AT THE 12 o'clock position? If I try timing it,all it will do is blow flame out the exhaust(way too late).Or not fire at all.This little tractor needs a resto,but it would run,albeit poorly due to stuck valves. Any little bit of info would be helpful.Thanks.
