There is a spline based clutch in the exposed part of the PTO unit. It may need to have a new sliding collar and shaft to fix it. If when putting it in gear, it just barely engages teeth, it could be the control fork, or the linkage. caseih.com has a parts diagram on line, follow the parts, start searching for parts here link on the caseih site.
