Michigan guys out there?

Did the Cs or others use this style fender also? I have heard this in the past but not sure what time frame it happened, but the State of Michigan required all tractors at some point to have fenders installed from the factory or dealer before sold. I wonder if that may have something to do with this if the fenders were bought from someone in MI. Are the original fenders in MI like this one? Tractor is from Indiana as far as I know.
