The Fix: With tractor off, Disconnect the throttle lever to governor rod at the governor. Put the throttle hand lever at maximum high idle position. Then, at the governor, move the governor lever by hand as far as it will go toward full throttle (it will hit its internal stop). Position the previously disconnected rod so that it is near its intended pin location. adjust the rod length so that the pin, when installed, will be a tiny bit farther toward full throttle than the hole location in the gov. lever (this assures fullmotion of the gov lever with the hand lever). Then push the throttle lever a bit forward toward low idle, and insert the pin. There you have it. The lever may still have some unused travel at the low idle end of the travel, but it should assure the full opening of the gov. to max RPM settings internal to the gov. Good luck. JimN
