IH 424 Gas Misting out of Gas Cap

On my '67 424 Gasoline, when I drive around on varying terrain, gasoline blows out past the seal on the gas cap. The gasoline isn't coming out of the vent holes (2) but at the mating surface where the cap screws tight onto the tank. First guess would obviously be that the gasket on the gas cap is worn or missing but this is a brand new cap directly from IH. The reason I got this cap is that the previous one did the same thing (it looked old but also had the two vent holes in it). Is it possible that the mating surface on the tank itself is worn thin enough that the new gasket doesn't seal properly? When I put the cap on, it's pretty tight when you turn it all the way. Should I take the gasket from the other cap and double them up? Or. . . . does this point to a problem elsewhere? Thanks in advance for your help! Chris Hibbert
