Those things work on a clockspring much like a mechanical speedometer does.

Once in a great while I have taken the things apart and the "needle shaft" bearing area just needs cleaning. This would have a symptom of a good cable but yet the thing won't register.

Almost always tho, the tiny clockspring is either broken and/or deformed, which causes it to read "wrong" in some fashion.

In my opinion, your best bet is to just save yourself some grief, bite the bullet and get another unit.
