I believe the switch you are describing here is the starter relay. With three wires, one with voltage all the time with voltage in the start position and the other one never gets voltage, or very little. If that is the case it is a relay where the base needs to have a good ground to work. If you do not hear or feel it click when you engage the starter, check for voltage at the small wire and at the mounting base. If you have voltage at both, it needs to be grounded better. If you have voltage at the small wire and not the base, then check to see it there is voltage at both large terminals. If not, the relay is bad. Check by jumping across the two large terminals. Thart should cause the starter to spin.
