A good soaking with just a spray nozzle on a garden hose ought to do it. If theres a lot of mud or caked up crud in in it, you could take a soft brush with some soapy water and go directly at it first (gently -- don't bend the fins). Let the soapy stuff soak a while and then spray it some more with the hose. This works well, too, if you have the tractor running so the fan can help pull the bits and pices out as they loosen up. The fan will also pull the spray from the nozzle in faster, acting like a real-low-intensity pressure washer.
