Farmall 300 carburetor adjustment

My Farmall 300 exhaust smokes and the spark plugs fuel foul. The carb was recently rebuilt. I have a question regarding the initial setting of the "Main Fuel adjustment". Neither the shop manual or owners manual address the initial setting of the main metering needle valve. Both indicate that the valve can be used to reduce the amount of fuel going into the engine when under light load conditions. However, when heavy work is to be performed in which full power of the engine is required, the fuel adjusting screw should be set five turns off its seat.
Is there an initial setting for this valve and what is the adjustment procedure for light load use?
