The IH Service Manual simply says "The sequence of nut tightening begins at the center of the head and works back and forth across the head toward each end." If this isn't specific enough, stand on the left side and number the studs this way: 8 6 1 4 9
7 2 3 5 Use that sequence and just barely snug each one down. Make sure everything is in order and in place. Then repeat at 25#, then at 45# then at 65#.
