More then likely the littel bushing in the gov. arms inside where the spring goes are missing , these are not a SERVICE partand will have to be made . Myself i have a guy that fixes Clocks and he makes them up for me and installs them in the arms as they are a press fit . His S/MTA was the first one that we did this way and made a whole new tractor out of it for the price of a new stock gov. spring and a small pice of bronze rod plus a couple gskt.
