You took the cylinder in and said "fix it" and that is what they did. You didn't ask about replacing it or what it would cost either way. The shop had no responsibility to try to talk you into buying a new cylinder, or a cheaper alternative.
As you get farther into this hobby, you will learn to ask a lot of questions before you make a move (I know, I have learned the hard way also).
From what I know about machinist prices, it is about right for what they did.
