An old IH Mechanic once showed my Dad a trick to check on getting an M or H to idle down. Just loosen the two screws holding the "Tube" between the governor and the carb at the governor end. Using a big screw driver, gently lift up the governor end of the tube. If the tractor idles down, it indicates wear in the tower of the governor where the clevis attaches to the rod coming up from the adjustment assembly. Sometimes, you can readjust to compensate for this wear, sometimes you can't and have to replace the parts.
